Rights for All Seasons – Campaign on Seasonal Workers

The Platform campaign on seasonal workers built on the experience of #EU4FairWork, the Platform’s first communication campaign launched in March 2020.

A concept note outlining the main elements of the Platform campaign was drawn up during the two meetings of the Platform Working Group on Communication and Information which, as foreseen in the Platform  Working Programme 2021-2022, this Working Group was tasked with defining a follow-up campaign.

The Platform campaign ran in parallel with the wider ELA information campaign and is aligned with the ELA Action Plan on cross-border seasonal workers that ELA developed in response to calls by the Commission, the European Parliament and the Council.

Platform members and observers were encouraged to:

  • Participate in a range of activities, taking into consideration their needs, available resources and the specificities of national labour markets;
  • Support the Platform awareness-raising campaign on social media and the wider ELA information campaign, including by disseminating information through their networks.

The social media campaign ran from mid-August until the end of September with the Week of Action running from 20-24 September 2021.

Overall goal: To promote declared seasonal work and tackle undeclared seasonal work.

Main target groups: Current or potential EU-mobile seasonal workers and companies contracting them (employers, agencies), EU non-mobile seasonal workers and third-country national seasonal workers.

Main sectors: sectors with high prevalence of seasonal work and high risk of undeclared work, in particular agri-food, tourism and HORECA sectors.

The specific objectives of the Platform strand were:

  • To raise awareness amongst seasonal workers about their rights, the negative impact of undeclared work as well as their possibilities to report undeclared work, to be protected, claim their rights and to make the transition into declared work;
     
  • To inform seasonal workers about their rights to fair and safe working and living conditions also during the COVID-19 crisis and about the specific health-related restrictions and to support employers in complying with these requirements;
     
  • To sensitise employers concerning the benefits of and their obligations to declare workers and the risk of sanctions in case they are involved in undeclared work;
     
  • To support cooperation between national authorities and national social partners aimed at providing relevant information to seasonal workers on rules and regulations on seasonal work, and organising networks of assistance, counselling and advice;
     
  • To increase the visibility of the Platform's work in tackling undeclared work in seasonal work.

EU Week for Seasonal workers (Week of action) 20-24 September

All Platform members and observers were invited to participate throughout the period of the ELA campaign and, in particular, during the dedicated period for the Platform campaign. The highlight of the Platform campaign was the Week of Action, during which Platform members had the opportunity to organise activities of their choice.

 


#EU4FAIRWORK CAMPAIGN

In March 2020, the European Platform tackling undeclared work launched #EU4FairWork, the first EU campaign about the benefits of declared work, with participation of the European Labour Authority. The campaign combines a social media approach (March-October 2020) with a Week of Action (21-25 September 2020). It aims to:

  • raise awareness amongst workers about their rights, the negative impact of undeclared work and how to make the transition into declared work
  • make companies aware of the benefits of and their obligations to declare workers, as well as of the risk of sanctions in case of undeclared work
  • encourage policymakers to better tackle undeclared work, through policy and legislation
  • increase cooperation among Platform members by implementing the campaign together

Week of Action 21-25 September

The Week of Action, postponed due to COVID-19, took place in September.

Campaign supporters, which include social partners and national enforcement authorities, have carried out a wide range of activities during the Week of Action.

Activities across Europe included online communication campaigns, bilateral cooperation and inspections, information sessions and a range of other activities at national, regional and local levels.
