From the 13th to the 17th of June the “Truck & Bus” action week took place on European roads across 7 different Member States. ELA and ROADPOL facilitated the cooperation of Member States authorities. Roadside checks were made in Bulgaria, Croatia, France, Italy, Lithuania, the Netherlands, Spain.

This week, ELA, together with the European Commission, launched the IMI-PROVE programme under ELA’s Mutual Learning and Understanding Framework. The aim of the programme is to improve  the use of the IMI System modules for posting of workers and road transport. 

Road transport and seasonal work are the focus areas for 2022. Deadline 15 October 2022.

ELA has published its first two information leaflets for drivers and operators in the road transport sector. One leaflet provides information on the new posting rules, the other leaflet covers driving and resting time rules. Both leaflets are published as part of ELA’s Framework for Action on Road Transport of March 2022.

This week, ELA coordinated several joint inspections with participation of authorities from EU Member States. All in all inspections took place in 8 countries. 18 EU Member states participated in the inspections.

The Belgian authorities organised a joint inspection with participation from Bulgarian authorities on Monday with the support of the European Labour Authority in Zeebrugge, Belgium. The inspection was performed under the direction of the Belgian Labour Prosecutor and the focus was on fight against social dumping. The inspectors checked, in particular, the application of the Mobility Package and the lex-specialis concerning posting of drivers. A newly established subgroup on tackling undeclared work among displaced persons/refugees from Ukraine met in Warsaw today. Different authorities and social partners need to combine their efforts to promote declared work, protect workers’ rights, and address the vulnerabilities and risks possibly faced by the Ukrainian workers when entering the European labour market.  The European Commission and EU agencies have, in a multi-actor approach,  offered their support to the actions in the EU Member States to raise awareness, protect the rights of the Ukrainian citizens, and prevent, detect

The European Labour Authority coordinated and supported joint inspections between the Netherlands and Bulgaria in the period between 28 March - 5 April. Road and labour inspectors of both countries inspected two companies established in Bulgaria and in the Netherlands. The purpose of the joint inspections was to tackle serious violations of labour and social rights of workers in the road transport sector.
