Advancing digitalisation in social security coordination: ELA’s work in 2025 and next steps

In 2025, the European Labour Authority supported Member States in the digitalisation of social security coordination, with a focus on the Electronic Exchange of Social Security Information (EESSI). EESSI enables national authorities to exchange social security data securely when people live, work or move across borders. 

ELA’s support combined training, operational cooperation and digital tools to help countries use EESSI more effectively.

PROGRESS programme. ELA’s activities were delivered under the PROGRESS programme, which supports digitalisation in social security coordination through: 

  • targeted training
  • operational support
  • sharing of good practices
  • cooperation between national administrations 

Cooperation and training. A key milestone in 2025 was the EU-wide meeting of EESSI SPOCs, hosted by ELA in Bratislava on 9–10 December 2025, with participation from EU and EEA countries, the European Commission, SOLVIT and the European Citizen Action Service. 

In parallel, ELA delivered nine online training sessions: 

  • seven on the new EESSI Data Model
  • two on specific operational topics 

The trainings prepared national administrations for upcoming changes affecting all major social security areas and involved around 730 participants. 

PROGRESS portal. ELA also launched the PROGRESS portal in 2025. The secure platform supports EESSI implementation and operations and is available to national administrations in the EU, Norway, Iceland and Liechtenstein. 

The portal includes three modules: 

  • Implementation mapping of national EESSI set-ups
  • Good practices shared by Member States
  • Interoperability testing for new EESSI releases 

What comes next 

In 2026, ELA will continue training activities, like preparation for the next version of the EESSI Data Model planned for early 2027, further develop the PROGRESS Portal and support SPOCs and national administrations in preparing for upcoming system changes.

EESSI is a core system for social security coordination in Europe. When it works well, authorities can exchange information faster, reduce errors and ensure the secure handling of sensitive data. For citizens, this means shorter processing times and smoother access to social security rights across borders. ELA’s role focuses on strengthening cooperation between countries and supporting the practical use of the system.
