ELA takes another step in supporting EU Cooperation through a better use of the IMI system modules for posting and road transport

The European Labour Authority (ELA) has taken a step forward in enhancing cooperation across the EU by hosting a landmark session of its IMI-PROVE Programme. For the first time, National IMI Coordinators (NIMICs), IMI users and social security institutions came together to explore better use of the Internal Market Information (IMI) system for posting of workers and social legislation in road transport.

Held as part of ELA’s annual IMI-PROVE meeting, the event brought together over 150 participants from across the EU, NIMICs, labour inspectors, tax authorities, and representatives from the European Commission (DG GROW, DG EMPL, DG DIGIT). This unique opportunity created a platform to bridge dialogue between policy coordinators, hands-on system users of IMI and Electronic Exchange of Social Security Information (EESSI) systems and social security experts, who play a crucial role in the smooth operation of the IMI system. Together, they created one dynamic platform aimed at enhancing collaboration, sharing best practices, and boosting digital tools used across the EU in a spirit of partnership, shared purpose, and progress. 

ELA presented the results of the understanding of the information exchange in the cross-border cooperation. The revision is a result of a long-term consultation run with the Member States’ authorities and the European Commission  

One full day was also dedicated to exploring synergies between the systems of IMI and EESSI, including how social security data could be more effectively accessed and used by national labour or tax authorities to verify posting situations and improve responses to workplace accidents involving posted workers. 

Beyond knowledge-sharing, the event fostered valuable networking and collaboration by bringing together NIMICs, IMI users and EESSI users, laying the ground for more integrated support and mutual understanding across Member States. It also provided a platform to address practical enforcement challenges and national procedural differences.  

Looking ahead to the future of worker mobility in the EU, the meeting spotlighted upcoming digital solutions such as the EU Wallet, the Once-Only Technical System (OOTS), and ELA’s pilot project on a Remuneration Calculator for posted workers, designed to simplify compliance with regards to remuneration and enhance transparency for both authorities and mobile workers.  

This year’s edition of the IMI-PROVE meeting reinforced ELA’s central role in driving EU cooperation, digital innovation, and fair labour mobility.  

ELA looks forward to building on this momentum and continuing to support Member States in using digital tools to improve enforcement, cooperation, and worker protection across the EU.
