ELA concludes EU-wide training and information programme on EU transport social legislation

ELA completed the second EU-wide cycle of training and information sessions on road transport social legislation. Nearly 1,200 enforcement officers and more than 330 representatives of drivers, operators and social partners from all EU and EEA countries took part in the 2025 programme.

Across 2024 and 2025, ELA’s training and information programme has reached all EU and EEA countries and has become one of the Authority’s most extensive initiatives in the road transport field, strengthening common understanding and supporting consistent enforcement of the provisions of the Mobility Package I.

The initiative supported a common understanding of core rules and contributed to more consistent enforcement across Member States.

The programme continued ELA’s cooperation with the Confederation of Organisations in Road Transport Enforcement (CORTE) and the European Commission. Additionally, the International Road Transport Union (IRU), the European Transport Workers’ Federation (ETF) were highly involved in the organisation of the information sessions.

What was covered in 2025

The 2025 edition placed a dedicated focus on passenger transport, responding to sector developments and regulatory changes. Sessions covered:

  • driving and rest time rules for occasional passenger transport
  • posting of drivers
  • obligations for light commercial vehicles
  • tachograph use and inspection practices
  • digital enforcement methods
  • new provisions linked to the Mobility Package I.

Recordings available

All information sessions for operators, drivers and social partners were interpreted into different EU languages. Video recordings of these sessions are publicly accessible on ELA’s YouTube channel, allowing stakeholders to revisit the guidance and share it internally.

The programme was carried out in cooperation with CORTE, IRU, ETF and the European Commission, combining online modules with on-site practical exercises. Member States were grouped geographically to enable peer learning and exchange of inspection practices.

Next steps 

Road transport remains a priority area for ELA. Based on positive feedback and demand from Member States, activities will continue in 2026, including:

  • an e-learning course on tachographs
  • two EU-wide online training sessions
  • specialised workshop on tachograph manipulation
  • additional EU-wide information sessions dedicated to the obligations for light commercial vehicles
