In the framework of ELA initiatives concerning the application of social legislation in the air transport sector, both FR and BE participants decided to hold a dedicated cooperation meeting in order to confront organisation, findings and remediation actions taken in this specific field.
Since cooperation actions and possible operational actions in enforcing applicable rules the air transport sector is part of ELA work program, the intention of both FR and BE was to have ELA as an observer of this bilateral meeting. This one day meeting agreed on by FR and BE authorities focused on complex arrangements encountered by both inspectorates in the air transport sector, in particular the use of “atypical” forms of work (in this case, allegedly “independent” aircrew staff and pilots). The event also allowed to identify a common “target” to work together on a file, with view to organising joint targeted inspections.
