Negotiated procedure to conclude a middle value contract: Developing the deliverables relating to inspections

The European Labour Authority (ELA) aim is to ensure that EU rules on labour mobility and social security coordination are enforced in a fair, simple and effective way and to make it easier for citizens and businesses to reap the benefits of the internal market.

In order to start carrying out its tasks in the field of “inspections”, ELA will launch a negotiated procedure to conclude a middle value contract to develop the deliverables pertaining to join and concerted inspections. The goal is to develop the necessary tools, modalities and trainings, which the ELA will use to support Member States’ authorities in organising and conducting such inspections. With the help of experts from Member States, and building upon existing materials, a contractor shall develop deliverables such as model agreement, reporting template, and trainings for empowering labour inspectors to address challenges to the fairness of the Internal Market.

The indicative time schedule for launching the negotiated procedure is early January 2020. Interested economic operators can express their interest to participate in this negotiated procedure until 07/01/2020 in writing to EMPL-ELA-PROCUREMENT@ec.europa.eu
