ELA successfully coordinated Joint Inspection on a construction site in Germany

A coordinated joint inspection took place near Berlin, Germany on 17 October in a construction site. The German Zoll/Finanzkontrolle Schwarzarbeit in Potsdam hosted Polish colleagues from Państwowa Inspekcja Pracy as observers in the inspection on the construction site.

Around thirty workers were controlled, some of them were identified as third country nationals using fake ID cards from EU member states. Due to subcontracting chains in the construction sector, it is often difficult to identify the legally responsible employer.

ELA’s “EU4FairConstruction” raising awareness campaign and the Roadmap for the construction sector 2023-2024

The sector is a very important work area for ELA, as the highest number of posted workers are working in construction according to statistics on PDA1 documents from 2020. 

In October 2023 ELA launched an information and awareness-raising campaign on posting in the construction sector “EU4FairConstruction”. The aim of the campaign is to provide information to workers and employers about their rights and obligations in particular related to posting of workers, but also in other areas relevant to labour mobility.sub-contracting, services of temporary work agencies and posting of third-country nationals.

The information and awareness raising campaign is part of the Roadmap for the construction sector. The aim of the multiannual programme 2023-2024 is to develop a comprehensive approach to contribute to the improvement of cross-border workers’ and companies’ conditions in the construction sector.  


ELA provides the Member States operational support and assistance in preparation, coordination, and follow-up actions. For instance, ELA facilitates communication and exchange of information, organises joint preparatory, operational and follow up meetings and provides financial support (reimburses interpretation, accommodation, travel expenses incurred due to cross border actions). ELA provides also other support, such as translation of case specific documentation or communication material.
