This workshop is part of a broader multi-year project promoted by the ELA Executive Director, aimed at identifying concrete challenges in applying and enforcing EU rules within ELA’s mandate and analysing and discussing them with ELA’s stakeholders. Further objectives of the project are to contribute to the analytical work carried out by ELA, to identify challenges that could be addressed in the future in cooperation with Member States and the European Commission, to build capacity and knowledge base for addressing complex enforcement situations as well as to strengthen cooperation with the Member State enforcement authorities.

More specifically, the workshop aims to stimulate dialogue between ELA and Member States focused on exchanges of information and expertise, with the following specific objectives:

  • To share ELA’s findings on loopholes concerning EU labour mobility and social security coordination;
  • To identify similar challenges or perhaps trends faced by multiple Member States in their efforts to apply and enforce EU labour mobility and social security coordination rules;
  • To gather input concerning complex cases and situations that Member States face and bring this the attention of the other Member States and ELA;
  • To explore the ways to address these challenges and discuss possible solutions.
