What future for labour mobility? Trends and a way forward

On the 20th of June 2023 ELA will host the Annual Conference 2023.

The event will take place online (register here) and in person (upon invitation) in Bratislava.

The conference will provide the forum to discuss the future outlook for labour mobility being transformed by recent developments and main trends shaping the world of work, including twin transition and ageing of population. Discussion will also focus on the future of labour mobility rules and possible need for its revision in light recent experience and future trends. The conference will be also focused on growing labour shortages in the EU and the ways how to address them while fully using the potential of labour mobility.

The representatives from EU institutions and social partners will share their views on the challenges and opportunities lying ahead of the labour mobility; measures to further facilitate it and tapping the potential of labour mobility, including third country nationals, to compensate imbalances at EU labour markets.

Following the call for good practices organized by ELA last year, the award ceremony to recognise the exemplary practices from the various fields of the labour mobility, such as seasonal work, road transport will take place during the conference.

Background information

Annual report on intra-EU labour mobility 2022, almost 14 million people live and work in the Member State different from the Member State of their origin, out of which 10.2 million is of working age. Moreover, there are 1.7 million of cross-border workers regularly commuting from Member State of residence to the one of their employment. . Finally, 2.6 million persons were posted from one Member State to temporarily ate to temporary provide services in the different Member State.

The European Labour Authority is mandate is established to help strengthen fairness and trust in the internal market by assisting Member States and the European Commission to ensure that EU rules on labour mobility and social security coordination are fairly and effectively enforced and by making it easier for citizens and businesses to obtain the benefits of the internal market.
