Earlier in 2025, the Finnish and Estonian labour authorities began selecting and analysing Estonian companies that are posting workers to Finland, for inspection. According to the national inspectorate Coordinator Janne Varonen, “successful targeted and joint inspections rely on long-standing cooperation between the countries, a positive attitude among authorities, and a strong willingness to collaborate”.
The Inspectors checked two construction sites and received observations about underpayment: “Using Estonian employment and company registers as well as Estonian inspectors’ language skills, we collected evidence for a more focused investigation in Finland. Those findings will be shared with Estonia so that they can take further action”, Janne Varonen, Labour Inspector, Finnish Regional State Administrative Agency.
During ELA Construction Week of Action, Austrian authorities launched a nationwide campaign in the construction sector. The Austrian Financial Police deployed 240 officers to inspect 238 worksites, 489 companies, and 1,218 employees. They found primarily breaches of the Anti-Wage and Social Dumping Act, which aims to protect workers and ensure fair competition. Fines totalled over 250,000 euros.
