English (117.72 KB - PDF)ELA seeks to establish a strategic collaboration with higher education institutions (HEIs) across the EU and EEA countries to jointly develop and deliver an advanced certified diploma course in EU labour mobility. The course targets public officials from EU Member States and EEA countries, and aims to strengthen professional capacity in the field of cross-border labour mobility and social security coordination.
Each edition will be delivered in one of the official languages of the host Member State or EEA country, combining EU-level content on labour mobility law with modules reflecting national legal and institutional frameworks.
What ELA provides
ELA will nominate participants from Member States and EEA countries. Selected institutions will work closely with ELA and its network of national liaison officers, gaining access to national authorities across the EU and EEA. The collaboration is based on a cost-sharing model - each institution covers its own costs - and it is subject to a partnership agreement.
ELA invites HEIs across the EU and EEA to co-develop and deliver an advanced diploma course in EU labour mobility. Selected institutions join a pool valid for five years.
A micro-credential of 2 ECTS, totalling 50 hours (40 contact + 10 self-study), combining EU-level modules with national practice on labour mobility law.
Higher education institutions legally established in the EU or EEA, holding the Erasmus Charter for Higher Education and authorised to award degrees at ISCED level 7.
Proposals are assessed on organisational capacity, methodology and quality assurance, for a maximum of 100 points. The minimum threshold is 60 points.
A minimum of 20-25 public officials per course, with a registration fee capped at €100 per participant and no profit margin applied.
Applications must be submitted via EU Survey by 20 May 2026 at 11:00 AM CET. Each institution may submit only one application.
Applicants must meet all of the following criteria:
Proposals are assessed against three criteria for a maximum total of 100 points. Applications reaching at least 60 points will be considered eligible for inclusion in the pool.
