Background and objective

ELA seeks to establish a strategic collaboration with higher education institutions (HEIs) across the EU and EEA countries to jointly develop and deliver an advanced certified diploma course in EU labour mobility. The course targets public officials from EU Member States and EEA countries, and aims to strengthen professional capacity in the field of cross-border labour mobility and social security coordination.

Each edition will be delivered in one of the official languages of the host Member State or EEA country, combining EU-level content on labour mobility law with modules reflecting national legal and institutional frameworks.

What ELA provides

ELA will nominate participants from Member States and EEA countries. Selected institutions will work closely with ELA and its network of national liaison officers, gaining access to national authorities across the EU and EEA. The collaboration is based on a cost-sharing model - each institution covers its own costs - and it is subject to a partnership agreement.
