Visiting inspectors from eight Member States helped local enforcement authorities to check whether cross-border workers in Belgium, Cyprus, Lithuania, the Netherlands and Norway are paid in accordance with the rules during a Remuneration Week of Action from 20 to 26 April. Inspections uncovered undeclared work, suspected remuneration related infringements, including wage underpayment, and fraud involving social security contributions. Further investigations will address more complex cases.

  • 150 workers interviewed
  • 26 companies checked
  • 14 sites inspected
  • 40 control officers involved, including observers from other participating Member States and ELA staff
  • 7 concerted and joint inspections
  • 9 Member States participated in total

During the ELA supported enforcement campaign, labour inspectors from authorities from across Europe collaborated with enforcement officials from customs, social security and tax authorities, to address irregularities.

Visiting inspectors joined from Belgium, Finland, Germany, Lithuania, the Netherlands, Norway, Poland and Romania.

Four inspections targeted specific companies under cross-border investigations. Three inspections were of a preventative type.

The inspected companies and worksites were selected based on suspicions of violations in relation to wages, undeclared work, as well as serious posting-related fraud. Attention was also paid to specific occupations, such as mobile handymen offering household services below the minimum wage.

Protecting the rights of cross-border workers also means ensuring compliance with wage regulations. Remuneration is one of the key areas ELA focuses on to enforce compliance and protect posted workers. Irregularities in remuneration can also be a strong indicator of other possible infringements.
