Good practice awards presented at ELA annual conference in Cyprus
The European Labour Authority presented awards to six exemplary practices during the ELA annual conference on declared work in Larnaca, Cyprus, on 12 March 2026.

2024 Awards
Swedish Transport Workers’ Union - Sweden for the exemplary practice “Mobile trade union office providing information on the rights and obligations for posted drivers”
The Swedish Transport Workers’ Union has launched Europe’s first mobile trade union office for posted drivers, located at a secure truck parking area in Jönköping. Developed together with the local municipality, it provides drivers with multilingual, on‑the‑spot information about their rights and obligations under the EU Mobility Package, including pay, working conditions, driving and rest time rules, and social protection. During its initial phase, the mobile office reached around 100 drivers, helping raise awareness, detect potential violations, and improve overall compliance.

EwiCenter - Poland for exemplary practice “EwiExpert – intelligence platform on road transport legislation and Mobility Package”
EwiExpert is a free digital platform providing relevant information on road transport legislation and the EU Mobility Package. It offers regularly updated webinars, guidebooks, expert articles, You Tube channel and events explaining topics such as posting of drivers, renumeration, driving and rest time, inspections and the IMI system; making it easier for transport operators, drivers and accountants to navigate complex rules in road transport. Today, the platform supports 2,500 companies and hundreds of thousands of drivers, helping improve compliance, better working conditions and greater awareness of rights and obligations in the road transport sector.

2025 Awards
Finnish Centre for Pensions - Finland for the exemplary practice “Webpage and service for information provision on payment of social contributions”
The Finnish Centre for Pensions developed a webpage and online service that supports employers and employees in determining which social insurance contributions they must pay in Finland, addressing the challenges posed by the complexity of the Finnish social security system. The multilingual webpage provides clear, practical guidance on social insurance contributions, complemented by a free digital tool that helps users identify which contributions apply in international situations. With thousands of annual users, the initiative reduces administrative burden, helps prevent errors and contributes to more effective labour mobility across Europe.

IPERIA - France for exemplary practice “RAVIE initiative: a professional network for homecare workers”
RAVIE (Relais Assistants de Vie) is an initiative that supports homecare workers by connecting them through local professional networks, addressing labour shortages, professional isolation and skills gap in the homecare sector. It offers tailored training, expert-led sessions and peer‑to‑peer exchanges improving the quality of care they deliver to older people and persons with disabilities. Supported by public funding and active across 34 French departments, RAVIE enhances professional development of the homecare workforce.

General Labour Inspectorate Executive Agency - Bulgaria for the exemplary practice “Self-assessment online tool ‘Check if you are undeclared’”
The Bulgarian General Labour Inspectorate has developed an online self‑assessment tool that helps workers and employers identify risks of undeclared work and better understand their rights and obligations. By completing a short questionnaire on issues such as contracts, payment practices and working conditions, users receive tailored guidance on how to address potential problems and where to seek official support. Available free of charge in Bulgarian and English, the tool supports awareness-raising and prevention of different violations by enabling users to identify them before inspections take place.

Authority for Working Conditions (ACT) - Portugal for the exemplary practice “Remunerator simulator for posted drivers”
The transposition of Directive (EU) 2020/1057 in Portugal created practical difficulties and risks of unfair competition due to the complexity of calculating posted drivers’ remuneration. To address this, ACT introduced online remuneration data and digital simulators in February 2025, enabling posted drivers, transport companies, labour inspectors and social security officers to quickly determine remuneration during posting periods improving transparency, legal certainty and fair competition in the road transport sector.

The 2026 Call for good practices, marking its fifth edition, was open until 18 May 2026. This year’s focus areas included: youth and students (apprenticeships and first jobs in the EU and EEA); long-term care (strengthening accessible and cross-border information provision); PD A1 forms and processes (user-friendly, accessible, efficient and interoperable solutions); and undeclared work. Submissions will now be assessed, with selected practices to be showcased. Stay tuned to find out the results!
ELA’s Call for good practices promotes the exchange of practical solutions among Member States, supporting fair labour mobility and the effective enforcement of EU labour mobility and social security coordination rules. The initiative is open to public authorities, social partners and other relevant stakeholders across the EU and EEA.
