Location

Organiser

Description

The event aims to deepen understanding of the methodologies, indicators and data sources used to assess the scale and characteristics of undeclared work and to support evidence-based policymaking and enforcement activities. It builds on the discussions of the ELA-ILO workshop held in Turin in December 2025 and brings together representatives of national statistical offices, labour inspectorates, ministries, social partners, the European Commission and the International Labour Organization.

Participants exchange experiences on a range of measurement approaches, including labour force surveys, labour input methods, administrative data, composite indicators and statistical estimation techniques. Particular attention is devoted to methodological challenges, data gaps, institutional cooperation and the practical use of data for tackling undeclared work.

The workshop also explores innovative approaches and good practices from several countries, including Denmark, Italy, Bulgaria, Czechia and the United Kingdom.

The workshop facilitates mutual learning among EU Member States and stakeholders, identifies practical challenges and promising practices, and contributes to improving the quality and use of data in addressing undeclared work across Europe.
