ELA Tech lab - 3rd edition

ELA Tech Lab is a practice‑oriented event that brings together IT specialists and decision‑makers from Member States' national authorities. Its core objective is to showcase how technology can be applied in concrete, operational settings, through hands‑on experimentation focused on the development, deployment, and adoption of digital solutions supporting labour mobility at national level.

The event aims to bring together IT specialists, decision-makers and business stakeholders from national authorities to explore advanced digital solutions for the automated issuance of Portable Document A1. Through presentations, practical demonstrations, panel discussions and technical exchanges featuring solutions from Belgium, Finland, France and Germany, the ELA TECH Lab will provide participants with concrete insights into the business requirements, system architectures, rule-based decision engines, data integration, automated validation, security controls and human oversight underpinning highly automated PD A1 processes.

Its purpose is to strengthen the capacity of participating national authorities to develop, adopt or adapt similar digital solutions according to their national needs, resources and objectives. The event will promote peer learning, knowledge transfer, networking and collaboration, while helping participants identify transferable good practices and common challenges related to automation, interoperability, cross-border access, authentication, fraud prevention and integration with EU-level digitalisation initiatives.
