From 1 July 2026, the EU rules on Driving and Rest time and the Tachograph legislation will extend to vehicles weighing over 2.5 tonnes engaged in international freight transport. As a result, the enforcement of the posting rules will also become effective. On the eve of this milestone, on 30 June 2026, the European Labour Authority, in collaboration with the European Commission, will organise a high-level conference to mark this important step. It will be the occasion to reflect on the past six years of Mobility Package I, to analyse the implications that this change will bring to Light Commercial Vehicles, and to discuss about the future of the social legislation in the Road Transport sector. 


The event will be opened by Cosmin Boiangiu, Executive Director of ELA and by Magda Kopczyńska, Director-General for Mobility and Transport. Moreover, the programme will include two EU-level debates, one addressing the six years of experience with Mobility Package I and another on Light Commercial Vehicles in the context of the EU social legislation in road transport, in particular related to the working conditions of drivers.  The conference will also provide the opportunity for ELA to present the state of play of one of its strategic projects: the development of a tool on applicable remuneration in road transport. 


From the very beginning of its establishment, ELA has played a key role in promoting a common understanding of applicable EU and national rules in the road transport sector, positioning itself as a point of reference not only in the field of labour mobility, but also in road transport.


This conference, taking place at Residence Palace, 155 Rue de la Loi, 1040 Brussels, Belgium, represents the first high level event entirely dedicated to the road transport sector organised by the Authority, and underlines its growing role in promoting fair working conditions and social rights in this domain. 


The conference mainly targets social and transport attachés, members of the EU institutions, national authorities, social partners and sectoral organisations from all EU Member States and counsellors from EEA countries, and will be broadcast online via a live stream on the ELA YouTube channel. The conference will also remain available afterwards on the ELA YouTube channel.
