Description

1. Purpose of the contract

The European Labour Authority (ELA, the Authority) is a Union body established by Regulation (EU) 2019/1149. Its aim is to ensure that EU rules on labour mobility and social security coordination are enforced in a fair, simple and effective way and to make it easier for citizens and businesses to reap the benefits of the internal market.

In 2021, the management of the European Coordination Office (ECO) of the European network of employment services (EURES) has been transferred from the European Commission to the European Labour Authority. The Authority contributes to the provision of relevant information on the rights and obligations of individuals in cross-border labour mobility situation, supports Member States in the application of Regulation (EU) 2016/589, supports Member States in complying with the obligations on the access to and dissemination of information relating to the free movement of workers, supports Member States in streamlining the provision of information and services to individuals and employers pertaining to cross-border mobility on a voluntary basis. Among ECO’s responsibilities in assisting the EURES network in carrying out its activities is the analysis of geographic and occupational mobility, taking into account the different situations in the Member States. With this contract the Authority aims at exploring possibilities for improvement of the EURES portal Labour Market Information section.

The tasks foreseen under the contract are:

  • Task 1: Development of a methodology for collecting, analysing and updating the Labour Market Information section of the EURES portal (LMI)
  • Task 2: Development of an approach for quality assurance in data collection and analysis and quality control of the outputs
  • Task 3: Development of an approach to present the LMI in an accessible and user-friendly way
  • Task 4: Piloting the approach of data collection, analysis and presentation on a sample of countries
  • Task 5: Project management and quality assurance

The Contractor is expected to deliver:

  • A concept for a methodology for collecting, analysing and updating labour market information
  • A concept for the approach to quality assurance of data collection and analysis
  • A concept for the approach to outputs’ quality control
  • Detailed written description with visuals (mock-ups) of solution(s) for presenting labour market information on the EURES portal, including optimal user journey presentation
  • A list of selection criteria for piloting of the methodology
  • A list of countries for piloting, with detailed justification for each of them against the selection criteria
  • A report on piloting the methodology for collecting, analysing and presenting labour market information on 4 countries
  • Plan of quality management and quality assurance, through all phases of the project, including for deliverables and provided services under each of the tasks
  • Minutes of the kick-off and subsequent meetings
  • Interim and final technical report, summarising the progress of the project

2. Price and duration

The maximum amount for this contract is EUR 135,000. The estimated duration of the contract is 12 months (contract not renewable).

3. Description of the process

Economic operators interested in the subject of this publicity are asked to note that this is not a call for tenders. It is a publication to announce ELA’s intention to launch a negotiated procedure for the award of a middle value contract and allow interested economic operators to express their interest.

The indicative time schedule for launching the negotiated procedure is August/September 2022. Interested economic operators can express their interest to participate in this negotiated procedure until 18/08/2022 at 12:00 in writing to information@ela.europa.eu. The indicative date to sign the contract is November/December 2022.

This ex-ante publicity has an indicative value and is in no way binding on ELA. ELA may decide not to launch the procurement procedure without candidates being entitled to claim any compensation.

4. Who will be invited to submit a tender?

Only invited candidates having received an invitation to tender from ELA may participate in the planned procedure.

Consequently, any tender received from a legal or natural person not invited to tender, even if in a consortium with an invited candidate, will be rejected. Therefore, if it is the case, please express your interest as a consortium. As an alternative, you may freely use subcontracting when submitting an offer.

If you have expressed interest in this publicity and you have access to the procurement, you will be invited to submit a tender. ELA reserves the right to invite also other economic operators than those having expressed interest following this ex-ante publicity.

J Invited candidates can submit a joint tender with other economic operators only if they have expressed interest in the planned procedure as a consortium.

Subcontracting is permitted.

5. Protection of personal data

If processing your expression of interest involves the recording and processing of personal data (such as name, address and CV), this data will be processed pursuant to Regulation (EC) No 2018/1725. Unless indicated otherwise, any personal data will be processed solely for evaluation purposes under the negotiated procedure by the Executive Director of ELA.
