ELA buys services, supplies and works through public procurement calls, in line with EU legislation. ELA also follows the basic principles of the legislation, which are: transparency, equal treatment and non-discrimination, widest competition, proportionality as well as sound financial management.

Open and negotiated procedures

Calls for tenders with value above €143,000 are published in the Funding and Tenders portal. Filter by Type: Open procedures. 

Tenders with value above €15,000 to €143,000 are advertised in the same location. Filter by Type: Negotiated procedures.

ELA follows a negotiated procedure when it aims to sign a low or middle value contract, and consults in those cases at least three to five candidates, depending on the requirements related to the value of the contract.
