617 driving and resting time infringements found during ELA supported joint road transport inspection in Tyrol, Austria

In cooperation with six other EU Member States, Austrian authorities carried out a large-scale joint road transport inspection on 8-9 September 2026, on the A12 motorway in Tyrol, supported by the European Labour Authority (ELA). Twenty-three labour inspectors and other enforcement experts from Belgium, Croatia, France, Germany, Italy and Slovenia joined the inspection to exchange expertise and strengthen cross-border enforcement.

The targeted inspection focused on heavy goods vehicles operating in international road transport to verify compliance with driving and resting time rules, tachograph regulations, posting rules, road safety and other applicable obligations.  

A wide range of Austrian authorities took part, including the Federal Ministry of Interior, the Federal Ministry of Transport, Police, Financial Police, Customs, Labour Inspectorate, technical experts from the Governments of Tyrol and Styria, official veterinarians and representatives from the ASFINAG (Austrian Motorway and Expressway Financing Company) Inspection Unit. 

The involvement of international enforcement experts supported the identification of sophisticated infringements, particularly in relation to tachograph manipulation, and enabled authorities to exchange operational knowledge and good practices.  

ELA supported the inspection by providing coordination as well as logistical, technical and language assistance.

  • 10 criminal offences in area of social regulations (driving times and rest periods or second driver card)
  • 17 breaches of the Anti-Wage and Social Dumping Act identified across 9 operators with €46,000 fines sought
  • €136,713 in financial securities collected 

Drivers in international road transport regularly cross borders, while their working conditions and social rights depend on the effective application of EU and national rules. Cooperation between enforcement authorities is therefore essential to identify cross-border infringements, protect drivers, improve road safety and support fair competition in the sector.
