Dashboard: ELA quantification of labour shortages and surpluses in Europe 2025

Instructions - Reading the data

This page shows the vacancies as a proxy for unmet labour demand (light blue) in relation to unemployed as a proxy for potential supply to fill in this demand (dark blue) for each occupational group (at ISCO 2-digit level). This information can be filtered by broad occupational group, country and year.     

Occupations for which the light blue bar is larger than the dark are considered to experience shortages, since the demand for workers exceeds their supply. In the opposite cases, where the dark bar is larger than the light bar, there is likely to be a labour surplus.  

The figures also indicate the extent, or severity, of labour imbalances. Notably, for occupations where the light bar is substantially larger, this is a clear indication of a relatively more severe labour shortage. 

By clicking the button ‘Add potentially active’ adds a grey bar representing those seeking work but not immediately available to work, plus those available to work but not seeking a job. When also considering the potentially active in the labour supply, the picture changes somewhat. Clearly, labour supply increases, and shortage occupations turn into occupations in balance or the shortages become less severe. 

The figure on the left shows the number of recent graduates (in the past three years) in employment by occupation in year 2025. The overall number gives an indication of the occupations which attract highest number of graduates. 

The figure with top 10 occupations shows the share of employment of recent graduates by occupation. The results can be filtered by country and combination of qualification level, field of study. 

The figure shows new EURES mobile workers (intra-EU) in employment by occupation and year. It refers to EU 27 or EFTA citizens, who started working in the host country in the last three years and whose country of birth differs from the employment country.
