As of 1 June 2025, Norway, Iceland and Liechtenstein have officially joined the European Labour Authority. This means that all three countries can now take part fully in ELA’s work to promote fair and effective labour mobility across Europe.
Their participation allows them to join activities such as joint inspections, information and awareness campaigns, and capacity-building initiatives that support fair working conditions and cross-border cooperation. Each country will also appoint a National Liaison Officer to help strengthen coordination between ELA and their national authorities.
This step follows the Decision of the European Economic Area (EEA) Joint Committee No 319/2023, which updates the EEA Agreement to extend cooperation with ELA to the EEA countries outside the EU. The decision integrates ELA’s activities into the EEA framework in key areas such as the free movement of workers and social security coordination, helping ensure consistent and fair labour mobility across the whole European Economic Area.
Norway, Iceland and Liechtenstein have already been closely involved in ELA’s work as observers in meetings and working groups. Their full participation marks an important milestone in strengthening cooperation on labour mobility and social fairness across the EEA.
