ELA launches call for universities to deliver advanced training in EU labour mobility

The European Labour Authority has published a call for expressions of interest inviting higher education institutions across the EU and EEA to co-develop and deliver an advanced certified diploma course in EU labour mobility for public officials. 

The course aims to strengthen professional capacity in cross-border labour mobility and social security coordination. It combines EU-level training - including freedom of movement, posting of workers, social aspects of road transport and social security coordination - with national modules reflecting the legal and institutional context of the host country. 

Selected institutions will work in close partnership with ELA, including its network of National Liaison Officers, and will engage with national authorities across the EU and EEA. The course leads to a micro-credential of 2 ECTS at ISCED level 7, with a minimum of 20-25 participants per edition. 

The call is open to higher education institutions established in the EU or EEA that hold the Erasmus Charter for Higher Education and are authorised to award degrees at ISCED level 7. 

ELA will establish a pool of eligible partner institutions valid for five years. Selected institutions will be invited on a rotating basis to host course editions, ensuring geographical balance over time. The first course is expected in academic year 2026/2027 or 2027/2028. 

The collaboration follows a cost-sharing model, subject to the partnership agreement.  

Applications must be submitted via the EU Survey platform by 20 May 2026 at 11:00 AM CET.
