Description

This workshop is organised by the European Labour Authority (ELA), in close cooperation with the European Commission, in Brussels on 25 March 2026. It is part of the ELA POSTING 360 programme and aims to bring together EU‑level sectoral social partners to discuss the findings of ELA’s workstream on subcontracting liability.

The workshop builds on ELA’s mapping of national subcontracting liability systems in Member States, and the two peer learning dialogues focused on the implementation, monitoring, and enforcement of liability mechanisms in subcontracting chains.

The first part of the workshop presents ELA’s subcontracting liability workstream, including the key findings from the two peer learning dialogues with national authorities.

The second part of the workshop provides space for an in‑depth exchange on national regulatory approaches, enforcement challenges, and the role of social partners in subcontracting chains. Discussions explore the relevance of subcontracting in today’s labour market, the risks, existing challenges and gaps, and practices from both employers’ and employees’ perspectives across different sectors.
