Leaflets: “Driving and Resting Times” and “Posting of drivers” available online now!

ELA has published its first two information leaflets for drivers and operators in the road transport sector. One leaflet provides information on the new posting rules, the other leaflet covers driving and resting time rules. Both leaflets are published as part of ELA’s Framework for Action on Road Transport of March 2022.

The first leaflet ‘posted drivers – know your rights and obligations’ covers information on the complex topic of posting of workers, in particular drivers. It explains when a driver is posted and when not, and provides information on what kind of information a driver will need to show an inspector in the event of a roadside check.

The second leaflet ‘driving and resting time rules’ explains more in depth the key elements of legislation of the Mobility Package. It describes the rules regarding the daily and weekly rest periods. It also informs about the daily, weekly and fortnightly driving time rules and the rules regarding breaks. In addition, the leaflet touches upon the situation when a driver is accompanying a vehicle transported by a ferry or a train as well as the passenger transport ’12-day rule’ and more.

Both leaflets will be made available in print and web version in all EU languages and will be widely used in the Member States during road transport inspections and information activities.

ELA Framework for Action

Earlier this year, ELA published its Framework for Action on road transport, which contains an integrated set of instruments and processes ELA has activated in the areas of information, administrative cooperation and enforcement.

In line with this framework, ELA announced a number of activities planned for 2022, including the set-up of coordinated information and awareness raising campaign on road transport. One of the main goals of this campaign, which will take place later this year, will be to address information gaps for drivers and operators. To provide valuable information on the EU social legislation and the rights and obligations to employers and employees in the road transport sector and to raise awareness on the benefits of declared work.

ELA’s campaign activities are currently being prepared in close cooperation with EU social partners and the Member States with whom ELA meets on a regular basis.
