Cosmin Boiangiu appointed as next Executive Director of the European Labour Authority

Following a vote on 22 October, the European Labour Authority’s Management Board appointed Cosmin Boiangiu as ELA’s next Executive Director.
Mr. Boiangiu participated today in an exchange of views with the European Parliament’s Committee on Employment and Social Affairs, and is expected to take office at the beginning of 2021 at the latest.

As ELA’s Executive Director designate, Mr. Boiangiu commented: “Unprecedented mobility, but also frictions and fragmentations mark our labour market. EU countries and institutions must join forces to ensure fairer labour conditions for all, and it is for the European Labour Authority to lead the way towards closer, more effective cooperation. The priority of my mandate will be to make ELA fully operational. Efficiency, fairness and value-added will be the guiding principles of our work.”

Nicolas Schmit, Commissioner for Jobs and Social Rights, said: “I would like to congratulate Cosmin Boiangiu on his appointment as the next Executive Director of the European Labour Authority. As we move towards building a stronger, more resilient and more social Europe, we have a duty to ensure that existing labour market legislation is correctly applied. The European Labour Authority will play an important role in monitoring implementation of EU laws, and I wish Mr Boiangiu and his team all the best for the future.”

Cosmin Boiangiu has been Romania’s Deputy Permanent Representative to the EU since 2016. In this capacity, amongst other responsibilities, he coordinated the negotiations on behalf of the EU Council for the Regulation establishing ELA, the Directive on transparent and predictable working conditions, the Directive on work-life balance, and other Directives related to employment, social and labour policies. Prior to that, Mr. Boiangiu was Romania’s Ambassador to Slovenia (2012-2016), and Director of the Ministry of Foreign Affairs of Romania (2008-2012).

The European Labour Authority’s Executive Director is responsible for ELA’s day-to-day management and for the implementation of the Authority’s tasks. The Executive Director is held accountable for the preparation and delivery of ELA’s multiannual planning (“single programming document”), and is elected for a mandate of five years, renewable once. Currently, the position of ELA’s Executive Director is held ad interim by Jordi Curell Gotor, director of Labour Mobility at the European Commission’s Directorate General for Employment, Social Affairs and Inclusion.
