Description

The fifth Plenary meeting of the European Platform tackling undeclared work was held in Brussels on 18-19 October 2018.

The first day of the meeting was dedicated to discussing under-declared work and explored the conventional examples like employers paying employees part of their salary as an envelope wage, which is under-declared to the authorities. Participants also discussed modern emergent forms such as the non-declaration of a second job and not reporting income from online trade and/or services. After discussing the recent study on Tackling Under-declared Employment, different countries shared their experiences of tackling the phenomena through awareness raising campaigns. These campaigns promote the benefits of fully declared work while targeting both employers and employees. A key recommendation was for governments and social partners to use indirect or preventative approaches of tackling undeclared work as the primary tool for changing the behaviour of employees and employers. The Platform’s recent study on Evasion of Taxes and Social Security Contributions was also discussed, with particular focus on how Platform members are tackling some of the new and emerging forms of tax evasion such as the misuse of collaborative platforms, using online trade platforms to disguise income, and concealing transactions through crypto-currencies.
