## Description

On 10-11 December 2025, the first joint workshop between the European Labour Authority (ELA) and the International Labour Organization (ILO) dedicated to measuring informality and undeclared work takes place in Turin.

The workshop brings together stakeholders from EU and non-EU countries, with different professional backgrounds, aiming to explore efficient statistical methods for measuring undeclared work and informality, while demonstrating the benefits of robust measurement for enforcement and policymaking.

The main objectives are:

\- to establish a shared understanding of what informality and undeclared work are, clarifying HOW they are measured across different national contexts;

\- to exchange knowledge, share good practices and explore WHY measurement of undeclared work and informality matters;

\- to discuss the increased interest in measuring informality and undeclared work in their multiple dimensions as a future priority and the development of joint activities for the improvements of data availability on the [informal economy](/en/glossary/informal-economy "A term used by the ILO mostly in relation to the developing world, which covers all economic activities by workers and economic units that are – in law or in practice – not covered or insufficiently covered by formal arrangements.This definition is very similar in its scope to the definition of…") across Europe and beyond.
